Finger paints are regulated in Europe under the  Directive 2009/48/EC on the safety of toys. Detailed regulation on preservatives are laid down in  EN 71-7:2002 Safety of toys - Part 7: Finger paints - Requirements and test methods. Since 1.9.2013 toys are excluded from the BPR (Regulation (EU) No 528/2012). schülke recommens to use cosmetic preservatives.
